Council of europe: Internet service provider
The Council of Europe has weighed in on the debate over whether service providers and public bodies can intervene to filter content seen by consumers on the internet. The organisation, which monitors enforcement of the European Convention on Human Rights, has warned that imposing the filters without giving users full control of changes could impinge on freedom of expression.
